Unfinished enemy. Has various attacks, can slide towards the player if far enough away. Various situations can softlock the enemy. To get eaten (and softlocked) wait until he ducks down, then stand in front of his mouth. This is based on chance and may need multiple attempts. Note that struggling has no effect.
